He was breaking the law further by working at all. Workers comp is an insurance policy paid by payroll taxes. Insurance policies are a legal contract. I'm not a lawyer but one thing lawyers keep telling me over and over and over again is that in order to constitute a valid contract, it must have a legal purpose. There is no such thing as a legal contract for an illegal act. The claim needs to be denied, and if it is not, the grantor is violating their fiduciary responsibility.
